Initiated, backed and organised by syndicates of large multi-national corporations, intra-montane city enclaves will be developed from 2020 on. These enclaves will operate under very tight security conditions and will provide protection against a comprehensive array of environmental threats. Providing luxury living, with recreational, health and educational facilities, enclave membership and entitlements will be much sought after. Built deep within precambrian shield rock mountain-sides, at an elevation above 200 metres, the enclaves will be secure, even against nuclear attack. Initial enclave specifications will stipulate an excavated area of 400 hectares, as to 40% residential and 60% for services, research, recreation and administration. With an average enclave roof height of 30 metres, buildings will be seven stories high, and will accommodate 200,000 people. In 1999 money-terms, the all-up total enclave cost will be in the order of US$200 billion, with an average price, for the 40,000 residential units, of US$5 million.
Hard to sell at these prices? Not at all. The first enclave ventures will be initiated as a result of lethal releases of nuclear radiation and biotoxins. Wealthy people will queue up to pre-pay their US$5 million, and they will be able to sell their entitlements at an immediate profit, if they choose to do so. From the viewpoint of the multi-national corporation promoters, the enclaves will offer great benefits, in that they will be able to house their global headquarters and top-secret research facilities within a completely secure environment. All enclavers will be subject to security and health checks, and they will have to agree to stringent security conditions. All movements into and out of enclaves will be very strictly controlled. Each enclave will include vertical take-off airport facilities.
The most successful enclaves will be corporation-owned, and the resident shareholders will be treated as highly valued clients, as well as being part-owners. The enclaver corporation managers will be carefully chosen and highly competent. The corporate enclave founders will retain a large financial holding, and they will locate their corporation headquarters and research facilities within the enclave precincts. One very important outcome of the enclave phenomenon will be concentration of top-level managers, scientists and technologists, along with the most wealthy and powerful citizens.
The most capable and creative of the world's scientists and technologists will be attracted to the enclaves, like iron-filings to a magnet. The enclaves will satisfy all their needs, including large financial rewards, challenging projects, and ideal research facilities and equipment, in an environment which provides everything which they and their families need for full and qualitative life. They will have the opportunity to work and associate with other specialists, from around the world. Issuing from this concentration of talent, most of the important sci-tech discoveries and developments, from 2030 on, will come from the enclaves.
As outside conditions deteriorate and as most national governments become increasingly ineffective, the enclaves will become more powerful and wealthy, and they will extend their areas of influence worldwide, gaining the de facto status of sovereign states. By 2050, there will be twenty to thirty large enclaves, located in various parts of the world, and they will form an Enclave Federation which will be the dominant super-power.
